Tunneys collaborated with a large team of external advisors, technology subject matter experts and specialists to develop modelling for the designing, monitoring and management of a major c£50m infrastructure procurement tender. Developing economic and financial models to assess cost savings and value for money as well as competitive bid design, reward mechanisms and monitoring of KPIs over the life of the multi-year contract.
How We Helped
Prior to their engagement with Tunneys, InfraTender* had sought to engage external and internal financial modellers to produce modelling that would underpin a major infrastructure tender however the complex, collaborative and inter-disciplinary nature of the project meant that previous work had failed to produce fit for purpose outputs.
Tunneys reviewed the documentation surrounding the tender process and collaborated closely with a broad range of internal and external parties in order to carefully determine the required processes and analysis for successfully managing the tender both pre and post bid award.
We produced sufficiently simple yet comprehensive modelling to gather and review bids and consistent financial modelling for monitoring and managing performance to ensure optimum value for money over the full life of the contract.

Collaborated with a large and multi-disciplinary group of internal and external stakeholders and specialists to design a tender process that would produce a contract award most likely to deliver the greatest net value for money over the full life of the contract;
Produced bespoke financial modelling to review contractor bids and to forecast and monitor complex reward mechanisms over the contract;
Delivered proposals for management models to combine performance data from various systems and sources into live dashboards to facilitate effective management of the contract.
